Official Gazette Today (August 4, 2025): Significant Decisions Ranging from University Regulations to Political Party Financial Audits!

The Official Gazette dated August 4, 2025, with issue number 32976, has been published. Today's Official Gazette features a wide array of critical regulations and announcements, from fundamental changes in the education and examination regulations of three different faculties at Selçuk University to the Constitutional Court's decisions on the financial audit of the İyi Parti (Good Party) for 2018 and 2019. Here are the details of the latest developments:

EXECUTIVE AND ADMINISTRATIVE SECTION: REGULATIONS

The executive and administrative section of the Official Gazette included significant regulatory changes in the field of education. Amendments to the education and examination regulations of three faculties within Selçuk University brought forth arrangements directly impacting students and academic processes:

  • Amendment to Selçuk University Dilek Sabancı State Conservatory Education-Training and Examination Regulation: With this amendment, students who have three courses remaining for graduation are granted the right to a "three-course examination" within one month following their make-up exams, upon application. Midterm exam requirements will not be sought for these exams, and students scoring at least CC will be considered successful. Additionally, regulations concerning graduation dates and the status of students extending into the next academic year have also been adjusted.

  • Amendment to Selçuk University Faculty of Law Education-Training and Examination Regulation: The changes made to the Faculty of Law's regulation updated the definitions of "education-training semester," "elective course," and "compulsory course," while also specifying the minimum course weeks for the academic year and each semester. The regulation further includes important updates regarding the structure of the education-training program, principles for taking elective courses, and conditions for three-course exams and make-up exams.

  • Amendment to Selçuk University Faculty of Veterinary Medicine Education-Training and Examination Regulation: The Faculty of Veterinary Medicine similarly granted students with three courses remaining for graduation the right to a "three-course examination" and revised the conditions related to graduation dates.

These amendments stand out as steps taken by universities to support student success and make academic processes more flexible.

JUDICIAL SECTION: CONSTITUTIONAL COURT DECISIONS

The judicial section of the Official Gazette presented important decisions from the Constitutional Court. Decisions regarding the financial audits of political parties were particularly noteworthy:

  • Financial Audits of İyi Parti: The Constitutional Court, with its decisions dated March 27, 2025, examined the final accounts of İyi Parti for the years 2018 (E: 2019/50, K: 2025/11) and 2019 (E: 2020/61, K: 2025/12). As a result of the audits, it was concluded that the party's income and expenditure figures for both years were accurate, balanced, and in compliance with Law No. 2820 on Political Parties. The Court, with its unanimous decisions, announced that no irregularities were found in the party's finances.

  • Other Financial Audit Decisions: Additionally, other political party financial audit decisions by the Constitutional Court for 2021 (E: 2021/2, E: 2021/4, E: 2021/29) dated March 27, 2025, were also published.
