At the last MEB KİK meeting of 2025, under the chairmanship of Secretary General Talat Yavuz, Eğitim-Bir-Sen submitted more than 20 demands to the senior management of the Ministry of National Education.
ANKARA - At the last meeting of the Ministry of National Education's (MEB) Institutional Administrative Board (KİK) in 2025, Eğitim-Bir-Sen brought a comprehensive list of demands to the agenda of the board, including the current problems of education employees, especially promotion, appointment, wages and social rights, and suggestions for solutions. The union emphasized that the strengthening of the GCC ground and the implementation of the demands presented will increase the work peace and productivity of the institutions.
The October 2025 meeting of the Ministry of National Education's Institutional Administrative Board was held with the participation of MoNE and Eğitim-Bir-Sen executives. Secretary General Talat Yavuz chaired the Eğitim-Bir-Sen delegation, while Vice President Ramazan Çakırcı, Deputy Secretary General Mustafa Kahraman and Legal Counselor Attorney Harun Kale attended the meeting. Deputy Minister of National Education Nazif Yılmaz, Director General of Secondary Education Halil İbrahim Topçu and Director General of Personnel Bülent Çiftci attended on behalf of MoNE.
The main and most urgent demands that Eğitim-Bir-Sen brought to the Institutional Administrative Board were as follows:
Regularity of Exams: It was requested that the promotion and title change exams for positions other than branch manager be held before the end of 2025 and be regularized at least every two years.
Field Change: It was requested that the field change procedures of teachers be carried out until the semester break of the 2025-2026 academic year.
Cancellation of Ex-officio Assignments: It was emphasized that the ex-officio appointments of surplus teachers, which were made before the number of students and elective course selections were finalized, should be canceled.
It was demanded that the periods required for the titles of specialist and head teacher should include the periods spent by teachers as paid teachers, temporary staff, master instructors, teacher candidates at the National Education Academy, military service and unpaid leave periods, and that past service in career steps should be recognized.
A number of demands were also raised to improve the social rights of education workers:
Nursery Service: In line with the decision of the Arbitration Council, it was requested to work on opening nurseries and day care centers for the pre-school children of the personnel working in the central and provincial organizations of the Ministry or to make use of the nurseries of public institutions in the vicinity.
Teacher's Houses and Museums: It was demanded that public servants working in state universities should benefit from teacher's houses with 50 percent discount and that Ministry personnel other than teachers should be entitled to free entrance to museums and archaeological sites by taking an initiative before the Ministry of Culture and Tourism.
Part-time Work: Urgent arrangements were requested to be made to determine the civil servants who will benefit from the right to part-time work.
The union drew attention especially to the problems of auxiliary services class employees:
Definition of Duties of Cooks and Assistant Cooks: It was requested that the job descriptions of cooks and assistant cooks be clarified and that duties incompatible with the staff such as washing dishes and providing service should not be assigned.
Overtime Wages of Drivers: Assurances were requested for the payment of overtime wages of drivers in the central organization without citing austerity measures.
The GCC agenda also included a request for the Ministry's lawyers to provide legal support to educational institution administrators in judicial investigations opened due to their duties, and to initiate legal proceedings against complainants who made unfair accusations in favor of the personnel who were found to be innocent.
Eğitim-Bir-Sen stated that it will follow these demands and will continue to fight for decisions in favor of education workers by strengthening the grounds of the GCC.
