Ankara – The decisions, regulations, and communiqués published in the July 24, 2025, issue (numbered 32965) of the Official Gazette of the Republic of Turkey brought significant changes to the country's legislative, executive, and administrative agenda. Particularly noteworthy were amendments to various laws, economic decisions, and sectoral regulations.

Legislative Section: Important Law Amendments

Three new laws were published in the legislative section of the Official Gazette:

  • Law No. 7554 on Amending Certain Laws: This law, which includes amendments to various legislations, is stated to aim at filling legal gaps or updating existing regulations in different sectors.

  • Law No. 7555 on Amending the Law on Protection of the Value of Turkish Currency, Certain Laws, and Decree Law No. 635: This law aims to introduce new measures for protecting the value of the Turkish currency and to update relevant legislation. It is expected to contain important regulations for economic stability and monetary policies.

  • Law No. 7557 on Amending Certain Laws Related to Health and Decree Law No. 663: This law, concerning the health sector, foresees changes in the provision of health services, their organization, or other related legal frameworks.

Executive and Administrative Section: International Agreements and Presidential Decrees

This section included decisions covering a wide range from international relations to economic policies, regional development to expropriation:

  • International Agreement: The Decision on the Approval of the Agreement between the Government of the Republic of Turkey and the Government of the State of Palestine on the Mutual Recognition and Exchange of National Driving Licenses (Decision No: 10114) was published. This agreement will facilitate the mutual recognition of driving licenses for citizens of both countries.

  • Presidential Decrees:

    • Special Consumption Tax (SCT) Rates: The Decision on the Re-determination of Special Consumption Tax Rates and Special Consumption Tax Bases for Certain Goods Listed in List (II) Annexed to the Special Consumption Tax Law No. 4760 (Decision No: 10115) amended SCT rates and bases for some products.

    • Support and Price Stabilization Fund: The Decision on Amending the Decision on the Support and Price Stabilization Fund (Decision No: 10116) introduced new regulations in the fund.

    • Land Consolidation: The Decision on Land Consolidation and On-Farm Development Services in Certain Areas in Balıkesir Province (Decision No: 10117) took steps to increase agricultural productivity.

    • Declaration of Industrial Zone: The Decision on Declaring the Area Located in Aliağa District, İzmir Province, as İzmir Aliağa Industrial Zone (Decision No: 10118) aimed to open the region to industrial investments.

    • Urgent Expropriation: The Decision on the Urgent Expropriation of the Immovable Property Located within the Borders of İsmetpaşa Neighborhood for the Construction of the RMS-A Natural Gas Distribution Facility to be Established in Dikili District, İzmir Province, by the Energy Market Regulatory Authority (Decision No: 10119) accelerated energy infrastructure projects.

    • Determination of Nature Park: The Decision on Determining the Area Located within the Borders of Gürün District, Sivas Province, as Gökpınar Lake Nature Park (Decision No: 10120) aimed to protect natural beauties.

    • Privatization Administration: The Decision Regarding the Privatization Administration (Decision No: 10121) made regulations concerning the operation of the institution.

  • Appointment Decisions: Decisions on Appointments Made by the Presidency (2025/259, 260, 261, 262, 263) made new appointments to various public institutions.

  • Regulations:

    • Regulation on Amending the Regulation on the Selection, Training, Duties and Powers, and Working Principles and Procedures of Honorary Hunting Inspectors.

    • Marmara University Textile and Manuscript Conservation and Restoration Application and Research Center Regulation.

    • Regulation on Amending Selçuk University Associate Degree and Undergraduate Education-Training and Examination Regulation.

  • Circular: Presidential Circular No. 2025/12 Regarding the Maritime Spatial Planning Coordination Board was published.

Communiqués and Public Announcements

Worker Numbers and Union Membership Statistics: The Communiqué on Worker Numbers in Branches of Industry and Union Membership Statistics for July 2025, in accordance with Law No. 6356 on Unions and Collective Bargaining Agreements, was published, presenting the current situation of union membership and industrial branches.

  • Announcement Section: Judicial announcements, auction, tender, and bid announcements, and various other announcements were included in the Official Gazette.

  • Central Bank Data: The daily values of foreign exchange rates and government domestic debt securities determined by the Central Bank of the Republic of Turkey were also presented to the public.
