Official Gazette Decisions Published on July 30, 2025: Presidential Appointments and Comprehensive Regulations in Effect!

Ankara – The Official Gazette dated July 30, 2025, No. 32971, which contains important decisions closely related to the country's agenda, has been published. Among the decisions signed by President Recep Tayyip Erdoğan, various regulations in the fields of presidential appointments, energy, fight against drugs, import regimes, public tenders, education, and privatization have come into force.

Critical Appointments in the Directorate of Communications

One of the prominent headlines in the Official Gazette was the presidential appointment decisions. With Presidential Decree (2025/276), Çağatay Özdemir, Deputy Head of the Directorate of Communications, was dismissed from his position. İlhami Giray Şahin and Ferhat Pirinççi were appointed as Deputy Heads in his place. These appointments have aroused curiosity in the public regarding the Directorate of Communications' strategies and activities in the new period. • Energy and Expropriation: The decision (Decree No: 10128) regarding the urgent expropriation of some real estate by the General Directorate of Türkiye Electricity Transmission Inc. (TEİAŞ) within the scope of the 154 kV (Arkoz Cement-Doğubayazıt) Branch N-Eti Bakır Ağrı GES TM (East-West) Energy Transmission Line Project aims to accelerate energy infrastructure projects.

• Fight Against Drugs: The decision (Decree No: 10129) to subject certain substances to the provisions of Law No. 2313 on the Supervision of Narcotic Drugs showed that the legal framework in the fight against drugs has been strengthened.

• Import Regime Changes: The Decision Regarding Amendments to the Import Regime Decision (Decree No: 10130) and the Decision on Amending the Decision on the Application of Additional Customs Duty on Imports (Decree No: 10131) indicated that new regulations are on the way in foreign trade policies. These changes are expected to aim at protecting domestic production and improving the foreign trade balance.

• Price Difference Principles in Public Tenders: The entry into force of the decisions (Decree No: 10132) regarding the amendment of the principles to be applied in price differences in service, goods, and construction procurements tendered according to Public Procurement Law No. 4734 was interpreted as a step towards balancing the effects of the inflationary environment in public tenders.

• Cooperation in Education: The decision (Decree No: 10133) on opening a branch under Özbekali Zhanibekov South Kazakhstan Pedagogical University affiliated with Gazi University Rectorate stood out as an important step towards increasing international educational cooperation.

• Privatization Initiatives: The decision (Decree No: 10134) to include some immovable properties and structures registered in the name of the Treasury under the scope and program of privatization, to privatize them through various methods, and to transfer the proceeds to the Treasury for use in the service building investments of the Revenue Administration, along with the decision (Decree No: 10135) concerning the Privatization Administration, signaled a new era for bringing public assets into the economy. Privatization processes are expected to be completed by December 31, 2028.

New Regulations and Communiqués Became Official

The regulations and communiqués published in the Official Gazette also brought important regulations in various fields:

• Law and Education: Amendments to the Expert Witness Regulation, the National Education Academy Contracted Training Personnel Regulation, and the Ministry of National Education Textbooks and Educational Materials Regulation established new standards and practices in relevant fields.

• Tender Processes: Amendments made to the Consultancy Service Procurement, Service Procurement, Goods Procurement, and Construction Works Procurement Implementation Regulations showed that public procurement processes have been reshaped according to current needs.

• Financial Regulations: The amendment to the Regulation on Unclaimed Monies by Right Holders under Private Law Insurance, clarified certain processes in the insurance sector.

• University Academic Regulations: The Amendment to Ankara University Graduate Education and Training Regulation and Hacettepe University Associate Degree and Undergraduate Education and Training and Examination Regulation include updates on academic processes in higher education.

• Communiqué and Board Decision: The Communiqué on Amending the Public Procurement General Communiqué and the Banking Regulation and Supervision Agency (BRSA) Board Decision No. 11248 dated July 24, 2025, were also included in the Official Gazette.
