The Official Gazette dated August 20, 2025, published new regulations for higher education institutions. Bingöl University established a new research center and Van Yüzüncü Yıl University a media center, while Istanbul Aydın University Faculty of Medicine introduced changes in education and Turkish proficiency requirements.
ANKARA - The Official Gazette, dated August 20, 2025, and numbered 32992, has been published with significant regulations concerning higher education institutions. With the new regulations coming into force, Bingöl, Istanbul Aydın, and Van Yüzüncü Yıl Universities are establishing new research and application centers within their structures, while critical changes have also been made to existing regulations.
Bingöl University Establishes a Bingöl Research Center
Bingöl University has established a new center named "Bingöl Research, Application, and Research Center." The main objective of this center is to identify, evaluate, and publish all kinds of information and documents related to the history, culture, and economy of Bingöl. The center's activities include conducting research to create a cultural inventory of Bingöl, preserving tangible and intangible cultural heritage such as handicrafts and traditions, organizing national and international scientific meetings, and publishing theses and studies in this field. Additionally, a specialized library will be created within the center to collect publications related to Bingöl. The center will be managed by a board consisting of a director appointed by the Rector for a three-year term, assistant directors, and two members.
Van Yüzüncü Yıl University Establishes MedyaLAB
Van Yüzüncü Yıl University has also made a breakthrough in media and communication by establishing the "Media and Communication Application and Research Center (MedyaLAB)." The center aims to enhance media collaboration with public and private sector organizations and contribute to the university's integration with the community. MedyaLAB will offer professional preparation programs for students in the fields of cinema, radio, television, and new media. The center's areas of activity are defined as supporting new and traditional media research, creating an archive of all kinds of printed, visual, and auditory content, organizing seminars, courses, and workshops for students and faculty members, and keeping the technical infrastructure up-to-date. The center will also be able to undertake requests for promotional films and documentaries from inside or outside the university under its revolving fund.
New Era in Education at Istanbul Aydın University Faculty of Medicine
Changes have also been made to the education and examination regulations of Istanbul Aydın University Faculty of Medicine. One of the most notable changes is the introduction of a Turkish proficiency requirement for international students. Accordingly, all international students must document their Turkish proficiency for bedside practice and doctor-patient communication. A B1 level of Turkish proficiency is now mandatory to proceed to the second year, and a C1 level is required for the fourth year. The regulation also reorganizes the education system. A "class passing" system will be applied in the first, second, and third years, while a "staj passing" system will be used in the fourth and fifth years.
