Önder Kahveci, President of Türk Sağlık-Sen, harshly criticized the Ministry of Health's KPSS 2025/5 recruitment of 15,247 people. He stated that the number of appointments is insufficient and that much more employment is required for the OECD average even in midwives and nurses.
Turkish Health and Science Union President Önder Kahveci stated that the number of 15 thousand 247 contracted personnel recruitment announced by the Ministry of Health with the KPSS 2025/5 Preference Guide is far from meeting the health service needs of the country and the expectations of hundreds of thousands of health workers waiting for an appointment, and harshly criticized the insufficiency. Kahveci demanded a comprehensive and planned employment policy and called for additional appointments before the end of 2025.
The press release started with the wish that the announced recruitment of 15 thousand 247 people would be beneficial for the candidates who will make preferences, but underlined the insufficiency of the current numbers. President Kahveci drew attention to international comparisons and revealed the size of the deficit in the employment of health personnel:
"For example, just to catch up with the OECD average in midwives and nurses, we need more new jobs than the current number of midwives and nurses. Turkey is far behind the average of OECD countries in terms of population density per health personnel."
Kahveci revealed with concrete data how low the number of purchases remained despite the intense interest of young people waiting for appointment. He reminded that in the previous appointment period, 2025/4, 227 thousand 700 young health workers made their preferences, while the number of recruits remained at only 15 thousand 342. He emphasized that this meant that only 6.7 percent of those who made a preference were placed.
"With these numbers, neither the appointment demand of hundreds of thousands of young people can be met, nor will it be possible to alleviate the excessive workload in health services. Our healthcare workers are experiencing burnout due to increased workload and shift intensity, especially after the COVID-19 pandemic. Insufficient staff reduces the quality of service," he said.
Turk Sağlık-Sen presented concrete proposals to the Ministry of Health to find a permanent solution to the employment problem. President Kahveci insisted that the main solution is planned employment:
Education and Employment Should be Equalized: Taking into account the number of young people graduating from the field of health, an employment policy that is proportional to the number of personnel recruitment and education planning should be implemented. The opening of university quotas for the number of people waiting for appointment deepens the problem.
Additional Recruitment Required Before 2025 Ends: Additional recruitment must be announced for the institutions affiliated to the Ministry of Health and University Hospitals. A new appointment guide should be published before the end of 2025 in order to meet expectations and relieve current staff.
Kahveci stated that by taking these steps, it will be ensured that our young people graduating from the field of health will look to the future with more hope, and at the same time, a serious step will be taken to solve the excessive workload and related employee problems in health services.
Turk Sağlık-Sen reiterated that it will continue to voice its demand for more employment on all platforms and announced its concrete support for young people who will make a choice.
