Önder Kahveci, President of the Public Sector Union of Turkey (Kamu-Sen), announced that the 8th Term Collective Bargaining process ended in a deadlock. Kahveci criticized the authorized confederation for failing to manage the process correctly and stated that their struggle will continue.
ANKARA - Önder Kahveci, President of Türkiye Kamu-Sen, made harsh statements after the 8th Term Collective Bargaining Agreement process ended with a disagreement on general issues. Kahveci stated that the public employer's offer was insufficient and that the authorized confederation failed to manage the process correctly and that there was a "vicious circle" at the table.
"The proposals are not enough to solve injustice and raise wages to the poverty line"
Stating that the Public Employers' Committee's offer of 11+7 percent for 2026 and 4+4 percent for 2027 with an increase of 1,000 TL to the base salary is not acceptable, Kahveci emphasized that these offers are not enough to eliminate the existing wage injustice in the public sector, increase purchasing power and raise salaries above the poverty line. Reminding that the Public Officials Arbitration Board will decide on the issues that cannot be agreed upon, Kahveci said that as Türkiye Kamu-Sen, their struggle will continue.
"The necessity to change the authorized confederation has emerged"
Kahveci stated that they regretted to see that the problems experienced in the previous seven periods continued in this period. He cited the main reasons for this negative situation as the problems arising from Law No. 4688 and the failure of the authorized confederation to manage the process correctly. Kahveci criticized the negotiations behind closed doors and said, "All these negativities and the collective bargaining processes that did not provide satisfactory gains to public employees have once again revealed the necessity of changing the authorized confederation at the table."
"Our Struggle Has Not Ended"
Turkish Public Sector Union (Türkiye Kamu-Sen) has been working for the solution of the accumulated problems of all public employees and pensioners throughout the process, Kahveci said, and expressed their demands on many issues such as salary increases, welfare share, inflation difference, additional payments, 3600 additional indicators, auxiliary services, tax brackets, holiday bonuses, and rental assistance. He held the authorized confederation responsible for the uninspiring process that concerns approximately 25 million people, including public servants and their families.
Finally, Kahveci emphasized that the negative completion of the collective bargaining process is not the end of their struggle and said that the Public Officials Arbitration Board has a great duty. Stating that they expect the members of the Board to put forth the will to solve the problems, he said, "We will continue our struggle on every platform with the same determination for all our employees and retirees to reach a level of life worthy of human dignity and for our country to achieve a public working life in line with the 21st century goals."
