Ali Yalçın, the President of Memur-Sen, reacted harshly to the government's third offer in the 8th Term Collective Bargaining Negotiations. Yalçın said that the offer of 11+7% for 2026 and 4+4% for 2027 was insufficient and said, "Labor peace cannot be achieved with these figures."
ANKARA - Following large-scale protests organized by unions across Turkey, the government has made a third offer in the negotiations for the 8th Term Public Collective Agreement, which concerns approximately 6 million civil servants and civil servant retirees. However, Ali Yalçın, the President of Memur-Sen, harshly criticized the revised offer of 11+7 percent for 2026 and 4+4 percent for 2027 and said, "Working peace can never be achieved with these figures."
"The Offer Is Not Final, Civil Servants Will Not Smile"
After the meeting held at the Ministry of Labor and Social Security, Ali Yalçın made a statement to the press members and stated that the government presented these figures as the "final offer" but this situation is unacceptable. Yalçın emphasized that the wage inequalities between employees who do the same job in the public sector but have different statuses disrupt labor peace and said, "The address is correct but the amount is wrong. With these figures, public employees cannot smile."
Reminding that Employers' Union of Civil Servants (Mamur-Sen) voiced their demands loudly with a work stoppage in 81 provinces and a march in Ankara, Yalçın also brought up President Erdoğan's previous promise that "The lowest civil servant salary will be above the lowest worker salary". He stated that the realization of this promise is the most fundamental responsibility of the public employer.
"With these offers, the table will not end"
Reiterating the priority demands of the union at the table, Ali Yalçın stated that issues such as 10 thousand TL base salary improvement, 10 points of prosperity share, dilyanen increase and 3600 additional indicators are of vital importance. Stating that there are wage differences of up to 20 thousand TL between public employees and that this situation wears out both the employees and the public order, Yalçın said, "The face of the employees is grim, the public is getting tired. No one should give this opportunity," he warned.
Finally underlining that the figures must be raised, Yalçın said, "We want the face of the civil servants to smile and the breath of the pensioners not to be narrowed. The table will not end with these offers," and signaled that the union will continue the struggle.
