Büro Memur-Sen submitted its collective bargaining proposals to the Ministry of Labor and Social Security for the 8th Term. The proposals include many financial and social rights improvements such as special service compensations, overtime wages, bonuses, clothing and ration fees.

Ankara - Büro Memur-Sen has officially submitted its proposals for the 8th Term Collective Bargaining Agreement, which envisages improvements in the financial and social rights of public servants, to the Ministry of Labor and Social Security. General President Yusuf Yazgan reminded that the union has been the authorized union in the service branch for 14 years and emphasized that they will continue to fight for the rights and interests of public officials and members. Yazgan stated that in addition to the solution of chronic problems, new proposals that will make public servants in the service branch smile were also brought to the table.

Bid File Delivered to Deputy Minister Faruk Özçelik

Office Memur-Sen President Yusuf Yazgan delivered the proposal file to Deputy Minister of Labor and Social Security Mr. Faruk Özçelik. In addition to President Yazgan, Vice Presidents Ahmet Kızıl, Hüseyin Yüksel, Cemal Üstün, Mahmut Ergen and Zekeriya Köftercioğlu attended the proposal submission ceremony. This comprehensive delegation demonstrated the importance and seriousness of the union's demands.

Details of the 8th Period Collective Bargaining Demands for the Office, Banking and Insurance Services Branch

Bureau Memur-Sen's proposals for the Collective Bargaining Agreement for the 8th Term include both the protection of existing rights and significant improvements. Here are some of the highlights of the proposals:

Articles foreseen to be protected in kind:

  • Special service compensation for researchers of the Presidency of State Archives: 30 points will be added to the compensation rates of those who were appointed to civil servant positions with the title of researcher in accordance with the provisional article 41 of Law No. 657.

Proposals to be continued to be developed and implemented:

  • Travel card: Provision of photo travel cards to the personnel working in certain positions in the Revenue Administration, SGK, TÜİK and the Ministry of Trade.

  • Nüfus ve Vatandaşlık İşleri overtime pay: Civil servants and contracted personnel working in the central and provincial organizations of the General Directorate of Population and Citizenship Affairs of the Ministry of Interior will be paid overtime pay twelve times the overtime hourly rate in metropolitan cities and ten times in others, not exceeding 50 hours per month and 450 hours per year. Plus 50% to 100% incremental pay for evenings, weekends and holidays.

  • Work risk increase for custody officers: Implementation of three-fold increase in the work risk increase for custody officers.

  • Compensation of bailiffs and bailiff clerks: Adding 80 points to the compensation rates of those in these positions.

  • Overtime pay for personnel working in courts: Increasing the overtime work time and pay rates in the additional 17th article of the Decree Law No. 375 (such as increasing 300 hours to 500, 3 times to 8 times). Different incremental coefficients in metropolitan areas and incremental pay in the evenings, weekends and holidays.

  • Compensation and additional payments of minutes clerks and bailiffs: 70 points should be added to the compensation rates and additional payments of contracted minutes clerks and bailiffs should be paid with 70 points increase.

  • Additional payment of provincial population and citizenship directors: Adding 80 points to the additional payment rates.

  • Overtime pay for Social Security Institution provincial directorates' personnel: Twelve times the overtime hourly wage in metropolitan cities and ten times in others, not exceeding 50 hours per month and 500 hours per year in units with high work intensity among provincial organization personnel. Incremental payment in the evening, weekends and holidays.

  • Overtime wages of the personnel working within the Provincial Organization of the Ministry of Treasury and Finance and the Treasurers' Offices: Similarly, twelve times overtime wages in metropolitan cities and ten times overtime wages in others, and increased payment in the evenings, weekends and holidays.

  • Public transportation: Ministry of Commerce customs officers can use municipal public transportation vehicles free of charge.

  • Compensation of some specialists: Adding 10 points to the compensation rates of certain specialists and supervisors and 7 points to their assistants; payment of special service compensation of specialists in GİH class with an increase of 80 points.

  • Pharmacists' contract fee: 25% increase in the contract fees of contracted personnel with the title of pharmacist in the provincial organization of SGK.

  • Financial responsibility increase for tellers: Implementation of the financial responsibility increase as 1500 points and payment of special service compensation rates with 80 to 100 points increase according to provinces.

  • Overtime wage for the personnel of the General Directorate of Population and Citizenship Affairs (revised): Ten times the hourly wage (twelve times for Ankara, Istanbul, Izmir) overtime wage to be paid to the personnel who work overtime due to elections, identity, driver's license and passport services. Incremental payment in the evening, weekends and holidays.

  • Service service: Provision of a shuttle service for TBMM personnel to and from work or payment of a monthly public transportation card fee.

  • Aviation compensation for General Directorate of Meteorology personnel: Payment of aviation compensation from the revolving capital budget and incremental payment according to the costs covered by the European Organization for the Safety of Air Navigation.

  • Overtime wages of the personnel working in the provincial units of the provincial directorates of youth and sports: Increasing overtime hours and wage rates. Incremental payment in the evening, weekends and holidays.

  • Payment of travel expenses and ration fees for the Ministry of Youth and Sports: The Ministry of Youth and Sports pays ration fees for each meal to permanent and contracted personnel working outside of normal working hours, and pays monthly public transportation fees in case shuttle service cannot be provided.

  • Competition assignment fees: 200% increase in the indicators for competition assignment fees for GSB staff. Additional increases for off-hours and weekends/holidays.

  • 112 Additional payment of personnel working in emergency call centers: Payment of additional payment rates 80 points increase to personnel working in call answering.

  • Watch fee: Hourly watch fee to be paid to the personnel who keep watch with judges and prosecutors.

  • Compensation and additional payment of Dormitory Management Officers: 80 points added to the compensation rates of dormitory management officers and 80 points increased to the additional payment rates.

  • Justice Services Compensation: Increasing the compensation rates for justice services by 80 to 100 points according to provinces and expanding its scope.

  • Overtime pay for civilian personnel of the Security Forces: Civil servants working in civilian positions in the EGM will be paid twelve times the overtime hourly rate in metropolitan areas and ten times in others, not exceeding 50 hours per month and 450 hours per year. Incremental payment in the evening, weekends and holidays.

  • Overtime pay for civilian personnel of the Ministry of National Defense: Civilian civil servants working in the Ministry of National Defense and affiliated institutions will be paid twelve times overtime pay in metropolitan areas and ten times overtime pay in others, not exceeding 50 hours per month and 450 hours per year. Incremental payment in the evening, weekends and holidays.

  • Overtime pay for governorship and district governorship personnel: Twelve times overtime pay in metropolitan areas and ten times overtime pay in other areas for work exceeding 40 hours per week. Incremental payment in the evening, weekends and holidays.

  • Overtime pay in the removal centers of the Directorate of Migration Management: Those working in removal centers will be paid five times the overtime hourly rate, not exceeding 50 hours per month and 300 hours per year. Incremental payment in the evening, weekends and holidays.

New Proposals to be Negotiated in the Line of Service:

  • Overtime wages of the personnel working in the courts (revised proposal): Redetermination of the overtime working time and wages in certain Decree Law articles based on the current indicative figures.

  • Service class and additional payment of coaches, sports specialists, youth services officers and sports training specialists: Changing the service class of these positions to Education and Training Services Class (EÖHS), increasing the additional payment rates by 80 points, paying the clothing allowance in cash and benefiting from the preparation allowance for the academic year.

  • Section Supervisors' raises and indemnities and special service indemnities: Implementation of the raises and indemnities foreseen for the Chief position with the same degrees and rates for the Section Supervisor positions.

  • 112 Emergency Call Center personnel's overtime work: For each hour of overtime work, an overtime fee to be paid in the amount to be found as a result of multiplying the 300 indicator figure by the civil servant's monthly coefficient. Incremental payment in the evening, weekends and holidays.

  • Overtime fee for the personnel working in the Provincial Organization of the Ministry of Treasury and Finance and the Treasurer's Office (revised proposal): For each hour of overtime work, overtime fee to be paid in the amount to be found as a result of multiplying the 300 indicator figure by the civil servant's monthly coefficient.

  • Supervision Services Compensation: 80 points increase in the supervision compensation rates of civil servants working in institutions and organizations in the service branch.

  • Additional payment for civil servants working in the institutions included in the staff and organizations of the Ministry and the Ministry: Application of 80 points increase in additional payment rates.

  • Ration fee for the personnel working in the provincial organization of the Ministry of Youth and Sports: Payment of ration fee for those who do not benefit from the Regulation on Food Aid for Civil Servants.

  • Inclusion of Customs Enforcement officers and supervisors and civilian civil servants working in the EGM, Gendarmerie General Command and Ministry of National Defense within the scope of the actual service period increase.

  • Payment of overtime wages to Protection and Security Officers on national and religious holidays: Payment of wages to those who work on holidays and holidays in the amount of 200 indicators multiplied by the coefficient of the civil servant's salary for each duty hour.

  • SGK Metropolitan Audit Compensation: Social Security Auditors and assistants working in metropolitan areas are paid an additional 20 points to their audit, special service compensation and additional payments.

  • Raise points of central civil servants of the Ministry of Foreign Affairs: 2,000 points increase in the job difficulty and difficulty in procurement increase points for the personnel working in the central organization of the Ministry of Foreign Affairs.

  • Payment of bonuses to public servants working within the scope of the service branch: Paying two bonuses every year to the personnel actually working in public institutions and organizations within the scope of the service branch, not less than the minimum wage, in the amount of their salaries.

  • Regulation of the indicator figure for the Project Scope Personnel of TURKSTAT: The indicator figure for the salaries of the personnel working in TURKSTAT limited to the duration of the project was set as 44.076.

  • Special service compensation for physiotherapists, psychologists, dietitians and nurses working in institutions in our service branch: Adding 80 points to the compensation rates of personnel in these titles.

  • Customs Guard border compensation: Adding 80 points to the compensation rates of the personnel working in the Ministry of Trade within the scope of the Law on the Protection and Security of Land Borders.

  • Bailiff clothing allowance: Providing clothing allowance to the bailiffs of the Social Security Institution who carry out actual seizure duties in the field.

  • Operation Compensation: Personnel working outside the Security Services Class in the General Directorate of Security who are actually assigned to operations are paid an operation compensation of 50% of the amount paid to Security Services Class personnel.

  • Compensation rates of some personnel: Reorganization of some compensation rates in the Decree on Increases and Compensation to be paid to Civil Servants according to degrees.

  • Overtime fee for the personnel of the General Directorate of Population and Citizenship Affairs (revised proposal): The personnel who work overtime due to certain services shall be paid an overtime fee for each hour of overtime work in the amount to be found as a result of multiplying the 300 indicator figure by the civil servant's monthly coefficient.

Bureau Memur-Sen aims to raise the living standards of public servants, improve their working conditions and create a fair remuneration system with these proposals. The union stated that it will make every effort to get a positive result from the 8th Term Collective Bargaining Negotiations.
