United Public-Is President Orhan Yıldırım addressed the President after the collective bargaining negotiations. Yıldırım rejected the government's raise offer and stated that the responsible authority is the President himself and that they want to meet with him.

ANKARA - The United Public-Is Confederation held a press statement in front of the Ministry of Labor and Social Security in reaction to the results of the 8th Term Collective Agreement for Public Employees. Confederation President Orhan Yıldırım stated that they rejected the government's raise offer as "misery raise" and that they will continue their struggle until they get their rights. Yıldırım held the President personally responsible for the current situation in the collective bargaining process and demanded a direct meeting with him.

"The only thing that did not increase was the salaries of civil servants and pensioners"

Starting his words in the press statement by stating that the government left public laborers alone with the economic crisis of its own making during the collective bargaining process, which concerns approximately 25 million citizens, Yıldırım drew attention to everything that increased during July and August. "The number of forest fires has increased, the number of arrested opposition mayors has increased, the number of blacked out televisions has increased, the dollar and the euro have increased, the prices of fruits, vegetables, meat, milk, eggs have constantly increased, the number of hungry and poor citizens has increased. The only thing that did not increase during July and August was the salaries of civil servants and civil servant pensioners, which were discussed at the collective bargaining table," he said, summarizing the current situation.

"The Minister of Labor is Only Intermediary for the Ministry of Finance"

Reminding that Birleşik Kamu-İş, which sat at the collective bargaining table for the first time, declared from the beginning that it would not allow the rights of laborers to be defeated, Yıldırım said that the second offer was an offer that "almost mocked civil servants and civil servant retirees". Yıldırım argued that the Minister of Labor had no authority or initiative in the negotiations, which had been going on for about a month, and stated that the Minister had only acted as an intermediary for the Ministry of Finance. For this reason, he stated that they invited the Minister of Finance directly to the table after the second offer, but the Minister of Finance remained in the background and made the final offer.

"The Government's Preference is for the Interest Lobby, Not the Working People"

Orhan Yıldırım claimed that the government prioritizes the "interest lobby" over the public laborers. Reminding that 1 trillion 111 billion TL was paid to interest from the budget in the first six months of 2025, Yıldırım said, "It is clearly seen that the government's preference is in favor of the interest lobby, not the laborers." In the face of this situation, he emphasized once again that the last offer of 11+7, 4+4 and 1000 TL increase is unacceptable.

"The President has the final say"

Stating that the collective bargaining process has now reached the stage of the Arbitration Committee, Yıldırım said that they do not believe in the independence of this committee. Reminding that 6 members of the 11-member Arbitration Committee were determined by the President himself, Yıldırım said, "As the United Public-Is Confederation, we clearly state: After this stage, will nearly 25 million citizens, including civil servants and civil servant pensioners and their families, live in hunger and poverty in 2026-2027, or will they live in humane living conditions? The decisive address for this is the President himself."

Yildirim stated that they wanted to meet with the President personally, not with ministers by proxy or the arbitration committee, and said, "We believe that Mr. President has not been fully informed about the victimization of civil servants and civil servant retirees in the collective bargaining process that concerns 25 million citizens."

At the end of his statement, he announced that if there is no call from the President by tomorrow evening, they will make a public statement in front of the Presidential building to be the voice of 25 million people.
