Official Gazette July 24, 2025: New Laws, Decisions and a Busy Agenda

On July 24, 2025, new laws, Presidential decrees and regulations were published in the Official Gazette. SCT rates, land consolidation, industrial zone declarations and international agreements were among the noteworthy topics.

Official Gazette July 24, 2025: New Laws, Decisions and a Busy Agenda

Ankara - The decisions, regulations and communiqués published in the Official Gazette of the Republic of Turkey dated July 24, 2025 and numbered 32965 brought important changes in the legislative, executive and administrative agenda of the country. Especially the amendments to various laws, economic decisions and sectoral regulations attracted attention.

Legislative Section: Important Law Amendments

Three new laws were published in the legislative section of the Official Gazette:

  • Law No. 7554 on the Amendment of Certain Laws: This law, which includes amendments to various legislation, aims to eliminate legal gaps in different sectors or update existing regulations.

  • Law No. 7555 on the Amendment of the Law on the Protection of the Value of the Turkish Currency and Certain Laws and Decree Law No. 635: This law aims to introduce new measures to protect the value of the Turkish currency and update the relevant legislation. It is expected to include important regulations in terms of economic stability and monetary policies.

  • Law No. 7557 Amending Certain Health-Related Laws and Decree Law No. 663: This law, which concerns the health sector, provides for changes in the delivery and organization of health services or other related legal frameworks.

Executive and Administrative Section: Treaties and Presidential Decrees

This section included a wide range of decisions, from international relations to economic policies, from regional development to nationalization:

  • International Agreement: Decision on the Ratification of the Agreement between the Government of the Republic of Turkey and the Government of the State of Palestine on the Mutual Recognition and Exchange of National Driving Licenses (Decree No: 10114) was published. This agreement will facilitate the mutual recognition of driver's licenses of citizens of both countries.

  • Presidential Decisions:

    • Special Consumption Tax (SCT) Rates: With the Decision (Decision Number: 10115) on the Redetermination of Special Consumption Tax Rates and Special Consumption Tax Bases Based on Special Consumption Tax Rates of Certain Goods in the List No. (II) Annexed to the Special Consumption Tax Law No. 4760, changes were made in SCT rates and bases for some products.

    • Support and Price Stabilization Fund: With the Decree Amending the Decree on Support and Price Stabilization Fund (Decree No: 10116), new regulations were introduced to the fund.

    • Land Consolidation: Steps were taken to increase agricultural productivity with the Decision on Land Consolidation and In-Field Development Services in Some Places in Balıkesir Province (Decision No: 10117).

    • Declaration of Industrial Zone: The Decision on the Declaration of the Area Located in Aliağa District of İzmir Province as İzmir Aliağa Industrial Zone (Decision Number: 10118) aimed to open the region to industrial investments.

    • Accelerated Expropriation: Energy infrastructure projects were accelerated with the Decision (Decision Number: 10119) on the Urgent Expropriation of Immovable Located within the Borders of İsmetpaşa Neighborhood by the Energy Market Regulatory Authority for the Construction of the RMS-A Natural Gas Distribution Facility to be Established in Dikili District of İzmir Province.

    • Determination of Natural Park: With the Decision (Decision Number: 10120) on the Determination of the Area Located within the Boundaries of Gürün District of Sivas Province as Gökpınar Lake Natural Park, it was aimed to protect natural beauties.

    • Privatization Administration: The Decree on the Privatization Administration (Decree No: 10121) regulated the functioning of the institution.

  • Appointment Decrees: New appointments were made to various public institutions with the Decrees on Presidential Appointments (2025/259, 260, 261, 262, 263).

  • Regulations:

    • Regulation Amending the Regulation on the Selection, Training, Duties and Authorities and Working Principles and Procedures of Honorary Hunting Inspectors.

    • Marmara University Textile and Manuscript Conservation and Restoration Application and Research Center Regulation.

    • Regulation Amending the Regulation on Associate and Undergraduate Education and Examination of Selçuk University.

  • Circular: Presidential Circular No. 2025/12 on the Maritime Spatial Planning Coordination Board was published.

Notices and Public Announcements

  • Number of Workers and Union Member Statistics: Pursuant to the Law No. 6356 on Trade Unions and Collective Bargaining Agreements, the Communiqué on July 2025 Statistics on the Number of Workers and Number of Members of Trade Unions in the Lines of Business was published, revealing the number of members of trade unions and the current situation in the lines of business.

  • Publicity Section: Judicial announcements, announcements of auctions, auctions and tenders, and various other announcements were published in the Official Gazette.

  • Central Bank Data: Foreign Exchange Rates Determined by the Central Bank of the Republic of Turkey and Daily Values of Government Domestic Debt Securities were also presented for public information.

The Official Gazette dated July 24, 2025 had a busy agenda with new regulations in many legal, economic and administrative fields.
