July 30, 2025 Dated Official Gazette Decisions Published

Ankara - The Official Gazette dated July 30, 2025 and numbered 32971 was published with important decisions that closely concern the country's agenda. Among the decisions that entered into force with the signature of President Recep Erdoğan, there are various regulations in the fields of presidential appointments, energy, fight against drugs, import regimes, public tenders, education and privatization.

Critical Appointments at the Communications Directorate

One of the most noteworthy titles of the Official Gazette was the Presidential appointment decisions. With the Presidential Decree (2025/276), Çağatay Özdemir, Vice President of the Presidency of Communication, was dismissed. İlhami Giray Şahin and Ferhat Pirinççi were appointed as Vice Presidents in his place. These appointments aroused public curiosity about the strategies and activities of the Directorate of Communication in the new period. A total of 11 different appointment decisions (Decree: 2025/276, 277, 278, 279, 280, 281, 282, 283, 284, 285, 286) were published in the Official Gazette, marking a new period of restructuring in the relevant institutions.

Important Presidential Decrees and Legal Regulations

The Presidential Decrees (from 10128 to 10135) published in the Official Gazette included several strategic titles:

• Energy and Expropriation: 154 kV (Arkoz Cement-Doğubayazıt) Brş. N-Eti Bakır Ağrı GES TM (East-West) Energy Transmission Line Project, the decision (Decision Number: 10128) for the expropriation of some immovable properties by the General Directorate of Turkish Electricity Transmission Corporation (TEİAŞ) aims to accelerate energy infrastructure projects.

• Fight Against Drugs: With the decision to subject certain substances to the provisions of Law No. 2313 on the Control of Narcotic Drugs (Decision No.: 10129), the legal framework in the fight against drugs was strengthened.

• Import Regime Amendments: The Decree on the Amendment of the Import Regime Decree (Decree No: 10130) and the Decree on the Amendment of the Decree on the Imposition of Additional Customs Duty on Imports (Decree No: 10131) showed that new regulations in foreign trade policies are on the way. It is estimated that these changes are aimed at protecting domestic production and improving the balance of foreign trade.

• Price Difference Principles in Public Procurement: The enactment of the decisions (Decision Number: 10132) on the amendment of the principles regarding the price difference to be applied in services, goods and construction procurements tendered according to the Public Procurement Law No. 4734 was interpreted as a step towards balancing the effects of the inflationary environment in public procurement.

• Cooperation in the Field of Education: The decision to open a branch of Uzbekali Zhanibekov South Kazakhstan Pedagogical University under the Rectorate of Gazi University (Decision Number: 10133) drew attention as an important step towards increasing international educational cooperation.

• Privatization Moves: The decision to include some immovable properties and the structures on them, which are registered in the name of the Treasury of Finance, in the scope and program of privatization, to privatize them through various methods and to transfer the income to the Treasury to be used in the service building investments of the Revenue Administration (Decision No: 10134) and the decision on the Privatization Administration (Decision No: 10135) signaled a new era for the recycling of public assets into the economy. The privatization process is expected to be completed by December 31, 2028.

New Regulations and Communiqués Became Official

Regulations and communiqués published in the Official Gazette also introduced important regulations in various fields:

• Law and Education: The Regulations Amending the Regulation on Expert Witness, the Regulation on Contracted Education Personnel of the National Education Academy and the Regulation on Textbooks and Educational Tools of the Ministry of National Education set new standards and practices in the relevant fields.

• Tender Processes: Amendments to the Implementing Regulations on Consultancy Service Procurement, Service Procurement, Procurement of Goods and Construction Works Tenders showed that public procurement processes have been reshaped according to current needs.

• Financial Regulations: Amendment to the Regulation on Money Not Seeked by Beneficiaries within the Scope of Insurances Subject to Private Law Provisions clarified certain processes in the insurance sector.

• University Academic Regulations: Ankara University Graduate Education and Training Regulation Amendment and Hacettepe University Associate and Undergraduate Education and Examination Regulation include updates on academic processes in higher education.

• Communiqué and Board Decision: The Communiqué Amending the General Communiqué on Public Procurement and the Decision of the Banking Regulation and Supervision Agency (BRSA) dated July 24, 2025 and numbered 11248 were also published in the Official Gazette.

In the announcement section of the Official Gazette, as always, Judicial Announcements, Announcements of Auctions, Bidding and Tenders, and Miscellaneous Announcements were included. In addition, the Exchange Rates and Daily Values of Government Domestic Debt Securities determined by the Central Bank of the Republic of Turkey were also shared with the public.
