Important Regulations in the Official Gazette of the Republic of Turkey: Amendments from University Regulations to Trade Communiqué

The decisions published in the Official Gazette dated August 26, 2025 include important regulations in many areas from education to trade. Istanbul Kent University Faculty of Dentistry's clarification of the GPA requirement, Tokat Gaziosmanpaşa University's update of its exam and grading system, and the dumping investigation launched by the Ministry of Trade on imports of "coagulated artificial leather" are among the main topics brought to the attention of the public.

New Regulations in Education

Regulation amendments published in the Official Gazette include articles that will directly affect the academic life of university students. Istanbul Kent University Faculty of Dentistry has determined the conditions for transition to the clinical education period with a new regulation amendment. Accordingly, students must be successful in the compulsory professional field courses and Basic Science Boards courses in the pre-clinical period and have a grade point average (GPA) of at least 2.00 in order to advance from the 2nd to the 3rd year. This decision is an important milestone for dental students on the road to graduation.

Another regulation change came from Tokat Gaziosmanpaşa University. According to the amendments made to the Associate and Undergraduate Education and Examination Regulations, 40% of the in-semester evaluations and 60% of the end-of-semester evaluations will be effective in calculating the course success grade. In order to be successful in a course, the grade must be at least 60 and the grade obtained from the final or make-up exam must be at least 50. It was also stated that students who do not take the exams will be given a 'GR' instead of a grade and that lecturers must submit their attendance charts to the departments at the end of each semester.

Ministry of Trade's Investigative Move

Another noteworthy communiqué of the Official Gazette was the investigation against the ineffectiveness of the measures initiated by the Ministry of Trade against the imports of "coagulated artificial leather". According to the Communiqué, an ex officio investigation was initiated on the ineffectiveness of anti-dumping measures on imports of products originating from/out of the United Arab Emirates, Italy and Egypt.

According to the analysis, there were significant changes in imports of "coagulated artificial leather" between 2022 and 2024. Italy's share in imports rose from 17% in 2022 to 22% in 2024. Imports from Egypt increased from 0.4% in 2022 to 5% in 2024. It was noteworthy that the unit price of imports from Egypt decreased by 42% in 2023 to USD 2.5/kg. As a result of the investigation, it was determined that the average unit prices of products originating from Italy and Egypt fell below the average unit prices of total imports. The investigation will be conducted by the General Directorate of Imports and the deadline for responding to the investigation forms has been set at 37 days.

These regulations and decisions are closely related to both the academic environment and the trade sector, and are an indicator of the policies and economic strategies to be implemented in the new period.
