August 19, 2025 Important Changes and Announcements in the Official Gazette

ANKARA - The Official Gazette dated August 19, 2025 and numbered 32991 was published with important regulation amendments and various public announcements in the executive and administrative sections. In this issue, new regulations on highways and school buses, various tenders and real estate sale announcements stood out.

Regulation Changes

• Road Traffic Regulation: The amendment to the regulation published by the Ministry of Interior regulates the obligation to have vehicle tracking and camera systems and emergency buttons. While this equipment is required during the first registration for new vehicles to be registered, transition dates have been determined according to model years for existing vehicles: This requirement will be sought for the first inspection after January 1, 2026 for 2023-2025 model vehicles, January 1, 2027 for 2018-2022 model vehicles and January 1, 2028 for 2017 and earlier model vehicles.

• Regulation on School Service Vehicles: Amendments to this regulation reinforced the requirement for cameras and recording devices in school service vehicles. In addition, a new article was added to the calculation of the time period in the driving licenses of school bus drivers, and it was stated that D class license holders will be included in this period for a maximum of 1 year of the time spent in B class, and D1 class license holders will be included in this period for a maximum of 3 years.

• Ostim Technical University Regulation: The Board of Trustees will determine the procedures and principles regarding the refund of tuition fees paid by students who are dismissed from the university.

Important Announcements

• Sale of RHG Enertürk Enerji Shares: The Savings Deposit Insurance Fund (SDIF) has put up for sale 100% of the shares of RHG Enertürk Enerji Üretim ve Ticaret A.Ş. owned by the Treasury. The shares, with a public tender price of TL 4.6 billion, will be auctioned on September 24, 2025 through sealed bidding and auction methods.

• Public Tenders and Real Estate Sales:

  • Burdur Sugar Factory: The factory will hold a tender for pipe and equipment thermal insulation works on August 29, 2025.

  • Nevşehir Kozaklı Municipality: Kozaklı Municipality will auction three residential properties in Emek Neighborhood on August 29, 2025.

  • Academic Staff Recruitments: Istanbul Kent University and Altınbaş University have published faculty recruitment announcements for various departments.

  • Municipality Personnel Recruitments: Midyat Municipality announced an exam for the recruitment of police officers.
