On August 12, 2025, the decisions published in the Official Gazette dated August 12, 2025 highlighted high-level appointments in the Gendarmerie General Command, the establishment of new courts by the Council of Judges and Prosecutors and the determination of judicial districts, and educational support for students in the earthquake zone.
ANKARA - The Official Gazette, the official organ of the Republic of Turkey, dated August 12, 2025 and numbered 32984, contains a wide range of decisions ranging from new regulations in the judiciary to important administrative appointments. In the Executive and Administrative Section, the appointment decision from the Presidency and the comprehensive decisions of the General Assembly of the Council of Judges and Prosecutors (HSK) stand out.
New Appointments in Gendarmerie General Command With the decree numbered 2025/316 published by the Presidency, new appointments were made for generals and colonels of the Gendarmerie General Command. According to this decision, Major General Ali Doğan was appointed to the General Command of Gendarmerie, while Major General Cengiz Yıldız was appointed as Ankara Provincial Gendarmerie Commander from Balıkesir Provincial Gendarmerie Command. Ankara Provincial Gendarmerie Commander Major General Recep Yalçınkaya was appointed as the President of Gendarmerie and Coast Guard Academy. Gendarmerie Senior Colonel Murat Özer was also appointed as Balıkesir Provincial Gendarmerie Commander.
Comprehensive Regulations on Judicial Organization by the Council of Judges and Prosecutors With its decisions dated August 6, 2025, the General Assembly of the Council of Judges and Prosecutors signed a series of new regulations on judicial organization. Among these decisions, the determination of the jurisdictions of the newly established administrative, heavy penalty, execution, family, commercial, consumer, labor and intellectual-industrial rights law courts stands out.
Administrative Courts and Jurisdictions: The regional grades of Bartın, Düzce, Burdur, Karabük, Niğde, Şırnak, Tunceli, Yalova, Bitlis, Hakkâri, Nevşehir, Kırşehir, Sinop, Amasya and Gümüşhane Administrative Courts have been redefined. In addition, with the newly established Antalya, Diyarbakır and Kayseri Regional Administrative Courts becoming operational, the jurisdictions of Ankara, Konya, Gaziantep and Erzurum Regional Administrative Courts were reorganized.
Heavy Penal and Other Courts: New heavy penal courts were established in Beyşehir, Biga, Bismil, Erbaa, Gemlik, Kâhta, Lüleburgaz, Menemen, Merzifon and Mustafakemalpaşa districts and their jurisdictions were determined. Similarly, the jurisdictions of the Juvenile High Criminal Courts in Mersin and Şanlıurfa were also determined.
Execution and Family Courts: Upon the proposal of the Ministry of Justice, the jurisdictions of newly established execution judgeships and new Family Courts established in 28 districts such as Akşehir, Akyazı, Aliağa and Anamur were defined.
Commercial Courts of First Instance and Consumer Courts: The jurisdictions of Küçükçekmece Commercial Court of First Instance and Birecik and Küçükçekmece Consumer Courts were determined and they were decided to start operating.
Business and Intellectual and Industrial Rights Courts: New Business Courts were established in Bozüyük, Cizre, Ereğli (Konya), Fatsa and Kozan, while the jurisdictions of Intellectual and Industrial Rights Law Courts were determined in Antalya and Bursa.
New Regulations and Communiqués In addition to administrative regulations, the Official Gazette also included regulations and communiqués of various ministries.
Regulation on Vehicles: The Ministry of Industry and Technology amended the "Regulation on the Manufacture, Modification and Assembly of Vehicles", introducing special provisions for agricultural trailers and interchangeable towed equipment.
Tender Regulation: With the regulation published by the Public Procurement Authority, tenders for the procurement of vehicles to be used in urban rail systems and railway lines by the Ministry of Transport and Infrastructure were added to the "Implementing Regulation on Procurement of Goods Tenders."
These decisions show that important steps have been taken in Turkey's administrative, judicial and educational systems.
