Public Officials Arbitration Board Decides on Raise for Civil Servants and Pensioners: A Two-Year Road Map Has Been Determined

The Public Officials Arbitration Board announced the salary increase decision for civil servants and civil servant retirees covering the years 2026 and 2027. According to the decision, 11+7% increase for 2026, 5+4% increase for 2027 and 1000 TL increase in base salary. Here are the details.

Public Officials Arbitration Board Decides on Raise for Civil Servants and Pensioners: A Two-Year Road Map Has Been Determined

ANKARA - The 8th Term Collective Bargaining Agreement negotiations, which were eagerly awaited by millions of public employees and pensioners, ended with the decision of the Public Officials Arbitration Board. The board, which became the authorized body after the government and unions failed to reach an agreement, determined the increase rates and social rights covering the years 2026 and 2027. The decisions were published in the Official Gazette dated August 27, 2025 and entered into force.

Salary Increases and Improvement in Base Salary

According to the Board's decision, the increase rates to be given to civil servants and civil servant pensioners for the next two years were determined as follows:

  • 2026: 11 percent for the first six months and 7 percent for the second six months.

  • 2027: 5 percent for the first six months and 4 percent for the second six months.

In addition to these rates, it was also decided to increase the base salaries of all public servants by 1000 TL as of the first half of 2026. This decision is expected to provide some relief to the salaries of low- and middle-income civil servants in particular.

Additional Gains in Social and Financial Rights

The government and unions agreed on 58 items during the collective bargaining negotiations, which were approved by the Arbitration Council and included in the text of the collective agreement. These articles include various improvements in the financial and social rights of civil servants:

  • The additional payment rate for General Administrative Services (GİH) and Auxiliary Services Class (YHS) personnel was increased from 8 points to 10 points.

  • The foreign language indemnities of civil servants were increased by 100 percent.

  • Protection and security personnel will be paid for their overtime work on official and religious holidays.

  • The period for benefiting from public housing has been extended for civil servants with a disabled spouse or child.

  • Disabled child family allowance increased.

Different Approaches to the Decision by Trade Unions

The decision, which directly concerns approximately 6.5 million public employees and their pensioners, drew different reactions from unions. Some of the union representatives did not sign the decision on the grounds that the decision was too close to the government's latest offer and would be insufficient in an inflationary environment. Since the decisions of the Public Officials Arbitration Board are final, there is no appeal against these decisions. How much the decision will meet the expectations of civil servants and pensioners will be shaped depending on the course of inflation data.
